Im realy interested about relationships the ancient Turks had with Etruscians (if they had), sumeritans, scythians and other civilisations. I don't pay much attention to Turkish extreme theories claiming relationships with the Etruscans and with the Sumerians; but your article is indeed very interesting I've read it countless times (and not just that of Bilge Qaghan, but of Köl Tigin and Tonyuquq too). Tell me what confuses you so that I can offer my help.

This part, i mean if there is a relationship between Etruscians and ancient TUrks then this has something to do with that relationship. Because when the italian did capture the northern place of Italy, they slaughtered them and heavily assimilated them.
And also i found a forum about Etruscians with member names like Tarquinis, Turan, ... Ive asked myself arent those names Turkish, but it whas also used by Etruscians.

That part of the Orkhon Inscriptions describe the years following the decline of the Gök Türk Empire in the late 6th-early 7th centuries AD. So it got nothing to do with the Etruscans. Bilge Qaghan's main aim was to tell the people of the importance of the Ötüken region which was considered sacret to all the Turkic peoples; he says the best way to rule those realms passes from controlling Ötüken Yïsh. That's why the Gök Türks and Toquz Oghuz fought for Ötüken in 682 AD, and that's why the Qarluqs marched on Ötüken during their rebellion in 714.
I've my doubts on the origins of the name "Tarquinus" (which really sounds like "Tarqan"), but I'm sure Turan isn't Turkic. Turan (originially Turân) is an Iranian name.
