Kök Täŋri originially ment only "Blue Sky" during the Blue Turk and Uyghur Empires Period. It was during or after the 9th century when Kök Täŋri gained the religious meaning of deity/god. Before the fall of the Uyghur Empire, the Turks called their god only as Täŋri.

That is from the 22nd row of the Eastern face of Köl Tigin's and 18th-19th rows of the Eastern face of Bilgä Qaġan's (Bilge Qaghan) inscription. Since there are two different versions of this famous saying, I wrote both of them with Turkic Runic, English Old Turkic Transcription and Turkish Old Turkic Transcription: The most correct form to translate it ot English would be as follows: "Chieftains and people of Türük* tribes, listen! Until the sky above collapses, until the earth below worns, oh Türük* people, who can damage your realm and your way of living? Türük* people, give up your misbehaviour and be regretful!" * Here, the name Türük does not refer to all the Turkic peoples or to the modern Turkish people, but to the original Turkic people who had this name (called Tūjué [T'u-chüeh] 突厥 by the Chinese), thus it would be better to leave it like this; otherwise, it might create confusion.

Yes, it's written from right to left.
The complete version should be made by comparing both versions, because both of them have lacunae in them.

BTW, I read that the Chinese word for the sky i.e. tian is borrowed from Altaic and is just a variation of Tengri.

There is a group of people in Turkey who have modified this script and re-named it "Yeni Türk Orkun Yazısı (The New Turkish Orkhon Script)". They have some imaginery letters while some real letters are missing whereas some letters re used for different sounds.
