Well the Blue Turks were the protectors of those city-states They were like an upper authority. Like how the Roman Empire was for the Bosporan Kingdom. But I must admit I am not very well in the political history of the Blue Turks in the 6th-7th centuries (especially in the Western areas). By the way, one thing I find in Turkish maps is that they show Korea, Sakalin and Eastern Manchuria being ruled by the Second Qaghanate ;D Now that is way inaccurate

As far as I have seen after reading Edouard Chavannes' famous book on the Western Turks, I came to the conclusion that the city-states of Turkistân must be added to the maps about the Blue Turk Empire. Appearently, the Blue Turks sent governors, advisors, tax collectors, military commanders and such officials to those city-states, just ike what the Mongols did for their vassals in 13th century Euroasia.
