The words are the same but the people are not. The Qazaqs (Kazakhs) are a Qïpchaq-speaking Turkic people of Turkic and Mongolian origin living in Central Asia whereas the Cossacks were a military class in Southern Russia, founded by people who refused to live under the rule of monarchs (they were mostly Slavics but they included some Turks and Caucasians too). The name Cossack (Kozak, Kazak in Russian) comes from the Turkic word Qazaq meaning "(Free) Wanderer".

early Cossacks of Ukraine included a significant amount of Romanians as well, one Cossack leader, Ivan Sirko, was even Voivode of the principality Moldavia. also, during Czarist overrule it was pretty common that Cossack units were commanded by Baltic Germans, but they weren't exactly Cossacks in a strict sense.
