I have a interesting thing to clear out, did during after timurid period , did the central asian turks use gurultai in sense of parliament as did their forefathers in the early mediveal era.

Nader Shah held a Qurultai in Mughan Steppe of Azerbaijan which made him Shah.

thats not the same thing, qurultai In that meaning I mean it in is like the gökturks or the mongols ulus, were it was ruled like a meritocracy and not as single ruler like nader shah

i think you have a misconception there, qurultai was not like in a modern democracy where you elect a leader, it was more for confirming a leader and to legitimize his rule.

not like a modern democracy but still a parliament existed and u choose your leader from the most skillfulled ones, still not modern democracy but some how more or less

that's nonsense. it is NOT like a parliament, leaders were NOT elected. leaders were confirmed and legitimized by the elites of the tribe/empire/confederation. the leaders were known BEFORE the actual qurultai, it was done for reasons of stability and legitimation of the ruler.

there have been parliament in some western european countries not elected but still representantive,
remember when france was in crises there was about a parlimant before the revolution but it coulndt decide what to do so of other reasons it become a revolution,
anyway, still its a legislative organ needed to carry out and elect a leader, not like a modern democracy but still

I also read about ibn fadlans visit to the oghuz turks in khwarazm were he says that the decision making was mutual among everyone , everyone had to agree or else no decision,
if I remember righ it was something like this" the leader of the village came to conclusion and everyone had agreed expect the poor man, so the started from the beginning again because one man didnt agree"

Some kipchak tribes of Kazakhstan still use Kurultai as a tribal meeting.

Usually not everyone had the right to speak on Kurultai-s, but the elders of the tribe the so called AkSakals. Yeah, we still have the "Ağ-Saqqal" thing in our culture.
