No even the first Persian presence ( as considered the expansion from Iranians of Iranian plateau by Greeks) goes back to the time of Achaemenids. But Iranian nomads surely settled amongst locals way before that because that was one of their routes to enter Iranian plateau. There is no wonder that some Greek historians told of up to 26 languages spoken in Albania. Of course it seems that ancient Albanians were mostly of non-Iranian stock. Maragha was formed by some Arab governor to a notable town, and overtime its populace grew and of course in Illkhanid period it was big enough for that purpose.
