In North Europe: Finns
In North Asia: Mongols
In Europe: Huns
In Africa: Boers
In America: Araucans

I dont think China is an alkternative for this question(maybe for diplomacy)
I dont have knowledge about zulu or aztecs military situation,
Persians have great manpower and cavalary power but they werent the best warriors,
Germen tribes were the tird in this poll,
Greek include the spartans(and they cant be th best, but they are good),
Turks in this alternatives(huns ý think).

Mongols must in this question. Ýf they have a great leader(like cenghiz khan) their abilites are amazing.
And Romans is an alternative for this question.

okey the huns are turks mongols jurhen(manju) togather united. at that time they where not sapereted that means they have most have spoken in mixture of old mongolian and old turks language
